About the Team

This role sits within the Strategic Finance & Funding team, a multi-discipline team responsible for a range of finance services across the organisation. These include: strategic finance & business planning, business partnering, external stakeholder management and business case development.

Two vacancies are available, neither of which are traditional accountancy roles. One requires someone with demonstrable experience of analysing and presenting financial data in an easy to understand manner, showing trends etc to support the creation of a new charging regime.

 

The other will focus on medium-term financial planning to ensure that all strands of the Ofcom business including project related matters have been given financial due diligence.

Purpose of the Role

The Senior Finance Analysts will work closely with Finance Business Partners and business stakeholders to understand how our work fits together and the implications this may have on our cost recovery process. Of the two roles, one will focus on our funding regime and the other on our medium-term business planning.

You will work with stakeholders to shape specific business initiatives, share best practice and deliver valued support, in particular, contributing to any required funding regime consultation, by working closely with both the policy and legal teams; assisting with analysing stakeholder responses and drafting the required statement of charging principles, and / or taking a lead role in the development of Ofcom’s Spending Review submission, including linkages to our three-year plan.

Key responsibilities

  • You’ll act as a financial point of contact for the development of our statement of charging principles and / or development of our medium-term business plan.
  • Represent the Finance team in all appropriate internal project meetings, ensuring Finance related issues are considered during the development of the medium-term business plan and the setup of the funding regime for Online Safety.
  • You’ll support the programmes of work within the deadlines provided by the Department for Science, Innovation and Technology (DSIT).
  • Contribute to the funding regime consultation working closely with both the policy and legal teams and assist with analysing stakeholder responses and drafting the required statement of charging principles, and/or
  • Take a lead role in the development of Ofcom’s Spending Review submission, including linkages to our three-year plan.
  • You’ll ensure all reporting, both internally and externally (to DSIT, HMT etc.) are timely, accurate and in line with agreed deadlines.
  • Ensure that planned outputs and outcomes are well articulated and understood for all activities and that performance measures are in place.
  • Work closely with the Management Reporting Team to develop high quality, relevant reporting and to ensure existing reporting is fit for purpose and forms part of our overall performance framework.

Skills, Knowledge and experience

  • Strong data modelling and visualisation skills
  • Strong presentation skills
  • Project delivery experience
  • Experience of working in a matrix organisation
  • Experience of analysis and reporting from financial systems (Workday preferred)
  • Strong networking and consulting skills
  • Ability to develop a high-level understanding of a broad range of policy issues.
  • You’ll be effective at building working relationships particularly with business stakeholders.
  • You’ll have strong partnering experience, with the ability to influence key stakeholders.
  • Able to work across different departments and at different management levels.
  • You’ll have experience in communicating financial information to non-finance stakeholders both verbally and in writing.

Qualifications

  • You’ll be a qualified or part qualified accountant and member of a recognised professional body, either CCAB, CIMA or equivalent with substantial post qualification experience
