Job summary

The Infected Blood Compensation Authority (IBCA) is a new arms-length body which is being set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

The multidisciplinary teams within IBCA’s Digital Service Directorate are organised around delivering our mission and priorities:

  • To create a user-centred, empathetic end-to-end service at the heart of IBCA.
  • To provide the means of paying compensation to those eligible.
  • To iterate our service through starting small and scaling fast, through a test and learn approach. 

We are looking for an experienced and talented Senior Business Analysts to help us achieve our mission and priorities. You will be working across the whole end-to-end journey, improving the experience for people who are making a claim for compensation as well as the staff who are supporting them. This is a unique opportunity that will make a real difference to people.

Job description

As a Senior Business Analyst in IBCA, you will be working at pace working with a multi-disciplined team to conduct analysis that allows us to meet user and business needs

You will undertake research and analysis to understand how a business or business area works, considering the people, organisation, processes, information, data and technology. You will identify areas for improvement, explore feasible options, analyse the effects of change and define success measures. You will identify and elaborate user and business needs to enable effective design, development and testing of services and business change. You will ensure new products and services meet business and user needs, and are aligned with organisational goals. You will understand any business and policy constraints that need to be considered, and assess the implications

Responsibilities

Key responsibilities include:

  • Helping to define required capabilities and support organisational changes to create and implement operating models that meet business objectives;
  • Identifying opportunities to improve business performance within a project or programme;
  • Advising on the approach to identify, investigate, analyse and communicate complex business problems and opportunities within a project or programme;
  • Ensuring solutions align with business goals and objectives, and business / user needs, and achieve the required outcomes and expected benefits;
  • Ensuring your proposed solutions align with organisational vision and strategy.

Person specification

Essential criteria

  • Significant experience of working at Senior Business Analyst level in a digital environment;
  • Ability to horizon scan and gather intelligence to understand any business and policy constraints that need to be considered, and assessing the implications;
  • Strong communication skills, with the ability to build long-term strategic relationships including where there may be conflict or competing priorities;
  • The ability to identify issues or opportunities and see them through to resolution, influencing stakeholders and managing relationships effectively throughout;
  • Experience of working with limited direction to translate business drivers, goals and constraints into business objectives;
  • Experience of working in multi-disciplinary teams, using agile or other project methodologies;
  • Knowledge of different methodologies and of helping teams to adopt a range of Agile tools and techniques to undertake business analysis;
  • Experience of managing communities of practice activities, also encouraging and supporting Business Analysts learning and development.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
