Starting salary is £90,336, which includes allowances totaling £2,928.The salary is broken down as £87,408 basic salary, which will increase annually until you reach the top of the scale £96,341 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Digital, Data and Technology (DDaT)

The mission of Digital, Data and Technology (DDaT) is to provide the Met with information (and specifically data), communications and technology to help frontline officers and Met staff do their jobs more efficiently, in order to deliver the New Met for London plan. In other words, DDaT is about “passionately delivering trusted technology for precise data driven policing”.

As well as keeping up to speed with developments in technology and making recommendations for new equipment and systems that will help modernise policing, DDaT also comprises the Data Office which:

  • Owns and drives the data compliance and analytics agenda.
  • Brings together the accountabilities that are currently dispersed across the Met business areas.
  • Consolidates and further develops existing Met data and insight services.
  • Enables data sharing and collaboration to serve the public and external partners.

Job Purpose

The Programme Delivery Senior Manager will be part of DDAT’s Solution Delivery Team, responsible for managing several multi-million, multi-year, complex ICT programmes to deliver the business and technology outcomes outlined in individual programme and project business cases. These programmes and projects may involve implementing infrastructure (on premise as well as Cloud), networks, software delivery and/or data migration. Many will include working with senior officers, operational users and/or support staff on requirements, business change, readiness for go live and training.

The Programme Delivery Senior Manager is accountable for the commissioning and delivery of several medium scale and potentially, highly complex Information Technology solutions in accordance with the specifications, timescale, and budget within the approved business cases. The Programme Delivery Senior Manager will be responsible for the management of a small number of staff, external contractors, delivery partners and external suppliers, to ensure successful delivery of IT products to achieve MPS agreed outcomes.

This delivery, governance and assurance role will oversee planning and coordination, and will work with suppliers to ensure the requirements of the contract are delivered and fit for purpose, as well as maintaining programme progress against baseline targets, taking action to resolve exceptions to ensure timely implementation of solutions.

Key Role Responsibilities

  • Developing a collaborative relationship with suppliers as well as holding them to account for delivery and managing escalations, with both suppliers and MPS stakeholders as necessary.
  • One of the most challenging areas will be in managing the impacts of dependencies between suppliers and ensuring that the MPS is protected from bearing all the risk of cost overruns caused by late delivery, as well as ensuring best value is driven out of the Solution Providers.
  • Managing several programme/project managers during the delivery of medium sized programmes (£10 to £20M value) or a portfolio of small to medium, but nonetheless possibly complex ICT Policing solutions. This will include being accountable for ensuring the planning, financial, status and RAID (risk, assumptions, Issues and Dependencies) are being appropriately managed.
  • Resolving the inevitable complex and challenging technical and contractual conflicts and issues that arise during implementation.
  • Providing Business Case inputs on all aspects of ICT solution delivery for MPS business Cases through the consecutive stages of Strategic Outline Case, Outline Business Case and Final Business Case.
  • Coordination of proposals for time boxed work from the Solution Providers at each phase of the project lifecycle. This may include consultancy in early stages through to feasibility assessment of options, detailed cost analyses, and RAID analysis, and then through Build, Test and Transition phases.
  • Taking responsibility for implementing solutions that meet the key customer requirements and comply with architectural, strategic, and security design standards as directed by the Technology function within DDAT.
  • Work collaboratively with Service Delivery from the outset, ensuring they agree with the Solutions proposed and that the on-going maintenance is planned and agreed with essential support contracts in place to ensure continuity.
  • Providing Business Engagement and the DDAT’s Portfolio Management Office with key status updates to support customer interaction and governance for senior management. These updates will include progress reporting, identifying key issues and highlighting key decisions, and approvals. The monitoring, review, and reporting of all programme financials, resources, and deliverables. Identifying risks and taking appropriate action to mitigate them, as well as lessons learned for future projects.
  • Establish the appropriate project and programme governance and ensure it is followed e.g. project and programme boards managed through the Portfolio Management Office (PMO).
  • At all times, ensure that all projects are resourced with staff with the appropriate security clearance, skills, and experience. Also, confirm that all contractors and suppliers’ staff have the appropriate security clearance.
  • Ensure all technical and security governance, policies and processes are understood and adhered to, according to the classification of the solution or environment, by all staff, contractors, and suppliers.
  • Make sure that all staff, contractors, and suppliers understand and uphold the technical and secure governance in place to protect information, data and systems while implementing a solution.

For this role the Vetting Clearance is Force Clearance Level, Recruitment Vetting (RV), and National Security Vetting (NSV) Level, Counter Terrorism Check (CTC).

Essential For The Role  

Essential Criteria:

  • The role holder must embody Inclusive Leadership, being experienced in managing diverse teams, promoting equality of opportunity, allowing staff to bring their full self to work and developing potential.
  • Skilled at leading complex delivery teams, comprising staff, contractors, delivery partners and external suppliers, the Programme Delivery Senior Manager will demonstrate effective decision making, delegating responsibilities and authority as appropriate. Clearly identifying goals and objectives and motivating and leading others towards their achievement.
  • Experienced in managing complex technology delivery programmes, and/or portfolios of projects delivered in partnership with external organisations. This experience will have been gained working within a large and complex organisation.
  • Highly proficient, and expert in project and programme management methodologies and practice (e.g. Agile, Prince 2, Waterfall) enabling the effective oversight, control, and delivery of required outcomes from third party suppliers. This includes a deep understanding of methods for the identification, assessment, and management of programme risk.
  • The Programme Delivery Senior Manager will have an extensive knowledge and skill in formal contract and supplier management, possessing a strong commercial mind-set, effectively managing external partners in line with contractual commitments and delivering best value outcomes for the MPS.
  • Knowledgeable in a wide range of Information and Communication (ICT) technologies, the role holder will be able to analyse supplier proposals, understanding the technical concepts and their dependencies.
  • Knowledge and understanding of implementing a wide range of solutions, including infrastructure, Cloud, software development and data migration.
  • Knowledge of Business Case preparation and the overall project lifecycle.
  • Able to establish and maintain collaborative working relationships with both suppliers and key internal stakeholders, even when having to resolve contractual conflict between suppliers and the MPS.

Desirable Criteria:

  • Familiar with government and MPS strategic priorities, the wider police environment, and how these impact on the delivery of programmes.
  • Knowledge of implementing government, and particularly, Policing ICT solutions.
  • Knowledge and understanding of delivering technical solutions in a police/law enforcement environment.
