Team overview
Ofcom’s mission is to make communications work for everyone. We regulate broadband and mobile services, postal services, TV and radio, and the airwaves over which wireless devices operate. We have recently taken on new duties as the online safety regulator.
The Research and Intelligence (R&I) team is responsible for providing a deep understanding of market developments and the outcomes for consumers and citizens in the markets we regulate. We collect the evidence base that underpins Ofcom's decisions and informs Ofcom’s policy work. The team includes industry analysts, market researchers and data specialists. R&I has been growing as we build the evidence base for the new Online Safety regime, and we are investing in variety of data sources and methodological approaches to build an effective picture of online harms and online safety.

Purpose of the role
We are seeking to hire an experienced data analyst who will set up and oversee the data collection processes for our R&I Online Safety team. The postholder will lead the set-up and delivery of key data systems to collect data from the newly regulated online industry. This will involve establishing the software, processes and analytical outputs relating to quantitative data collection.
Their work will be crucial in allowing the relevant teams within Ofcom to get access to high quality data and analysis for decision-making and upholding Ofcom’s reputation as an evidence-based regulator. Success in the role would mean the establishment of effective, secure and flexible systems and processes for collecting a wide variety of data from online companies.
The types of data that will fall within the role’s remit includes revenue data, audience/user base data and metrics for assessing safety outcomes on regulated services. As such, the successful candidate will need expertise in the opportunities and challenges of data collection from the online industry. Knowledge of the online sector and its constituent companies will be important for success in this role.
The role is a senior associate position and the postholder will report into a Principal in the R&I team. Senior associates are expected to take ownership of work areas and demonstrate leadership, agility, and strong organisational skills in the way they approach their work.
Key responsibilities
- Lead the set-up of our programmatic data collection from online industry, including the data we will require for use in policy areas including categorisation and fee setting.
- Liaise closely with ICT, Data, Legal, Economist and Policy teams to deliver results that serve a wide variety of Ofcom’s needs and that build from existing approaches and infrastructure.
- Deliver analysis and reporting of quantitative data from the online industry, including work to query and quality assure datasets from stakeholders and the drafting of statutory reports and other external publications.
- Identify and integrate data sources for commercial insight and monitoring the online market.
- Share and develop skills and knowledge to embed best practice within our team and the wider organisation.
- Act as point of contact for key data providers and data teams at regulated online services, building effective relationships with key individuals.
- Work flexibly with your manager to provide relevant support to other emerging data collection and analysis needs across the team’s programmes of work.
Skills, knowledge and experience
Essential skills
- Excellent numerical skills
- Excellent project management skills, including upwards management, leading cross-disciplinary teams, managing resources , managing risk and managing project governance
- Excellent organisational skills, including the ability to prioritise a range of work, projects, and ad hoc requests
- Excellent analytical skills: ability to use evidence and work with large and/or complex datasets to answer complex policy or business questions
- Ability to build consensus and collaboration across different perspectives and take clear decisions
- Familiarity with using data analysis tools such as Power BI, Salesforce, Microsoft Excel, Tableau or other relevant software
- Strong attention to detail
- Strong communication skills with the ability to explain complex results and technical issues clearly and concisely in writing and orally to different audiences/stakeholders.
Essential knowledge
- Strong understanding of the online industry, including knowledge of key companies and emerging market developments
- Good understanding of the business models and commercial incentives of companies in the online industry
- Understanding of the Online Safety Act and Ofcom’s role in regulating online services
Essential experience
- Experience collecting and analysing large-scale data
- Experience independently leading significant projects / work areas, including seeking senior input and feedback when required
- Experience working in teams and contributing to a positive, empowering and collaborative work environment
- Experience working with data management systems e.g. Salesforce or equivalent
- Experience in stakeholder management, with demonstrable ability to build and maintain working relationships with a broad range of people, including industry stakeholders and colleagues
- Experience in delivering written documents and oral presentations for senior internal audiences
- Has demonstrated agility and the ability to adapt to changing needs or work environments.
Desirable experience:
- Coaching, mentoring or people management experience
- Experience in producing research or insight reports for external publication
- Experience in working in the online industry, for example for an online platform or for a consultancy working with clients offering social media, video sharing or search services.
- Working in a complex, agile environment
- Experience of using APIs or web scraping to create or query online datasets.
