Head of data literacy and culture

The Commissioner and Management Board have determined that the Met will be a data driven organisation. This means treating our data in the same way we treat our people, methods, and technology, as a strategic asset.
The data office is the single place of accountability across the Met that:
- owns and drives the data compliance and analytics agenda
- brings together the accountabilities that are currently dispersed across the Met business areas
- consolidates and further develops existing Met data and insight services
- enables data sharing and collaboration to serve the public and external partners
Job purpose
The New Met for London plan describes how the use of data underpins our decision-making, our ability to optimise the deployment of resources ensuring we improve transparency and increase public trust. For the Met to succeed in our data ambitions, we must continually mature our data capabilities while uplifting our data literacy across all departments, so our workforce has the ability to understand, share common knowledge of and have meaningful conversations with data. To support this activity, we are recruiting a data literacy lead to take responsibility for designing and delivering a robust data literacy strategy that will support colleagues at all levels, from frontline work to executive leadership, to enhance our data-driven decision-making.
Key responsibilities
The head of data literacy will report to the head of data foundations, and work in partnership with colleagues across Learning & Development and DDaT to:
- own, develop and articulate the overall data literacy strategy for the organisation
- socialise a shared 'data language' that will help colleagues be better equipped to optimally apply data to day-to-day work and support a culture and mind-set of data-driven decision-making
- deliver the inaugural Met data literacy plan, to include design, development, launch, and management
- engage with and build effective internal relationships with staff to ensure we understand their needs and deliver the right products.
- manage the mapping of educational content to data competencies and personas (e.g., frontline colleagues, data practitioners, managers, and leadership) in alignment with L&D
- ensure we leverage tools and technology for the creative execution of a blended data literacy offer (e.g. online learning, webcasts, video, and audio channels)
- engage and build a network of external stakeholders including, but not limited to, College of Policing (CoP), other police forces, and government departments
- engage with potential implementation partners, including external L&D professionals, to lead, develop and deliver data literacy work streams
- manage development of key performance indicators (KPIs), launch, and tracking to respond to and improve success in our data literacy efforts
- implement a cycle of regular review and evaluation of data learning packages and act upon the output and findings to ensure ongoing improvement to the learning provision.
