Grade: £50,466 - £60,330 (National Framework) or £55,484 - £65,348 (London Framework - if you are London office based or homebased and live within the boundary of the M25)

Contracted Hours: Full time 37 hours per week

This role will lead CQC’s external data sharing approach, as well as managing the acquisition of external data and sharing of CQC data externally. As a Data Sharing Lead, you will collaborate both internally and externally on data sharing for public good whilst ensuring that this is carried out in a secure, legal and ethical way.

What you will bring…

As a Data Sharing Lead, you will get to work with stakeholders to forge and maintain strong relationships and successfully deliver the sharing of data to meet objectives. You will take the lead on development and implementation of complex agreements and have the opportunity to be creative and pragmatic in how the organisation’s data needs can be met.

As a Lead, you will role model behaviours that drive efficiency and quality and be responsible for developing and conducting training sessions with colleagues across CQC.

 

Accountabilities:

  • Work with internal and external stakeholders up to Executive Team level to forge and maintain strong relationships that successfully deliver the sharing of data to meet CQC and partners objectives.
  • Act as a Subject Matter Expert and first point of contact for data sharing related process queries for one or more business areas, government departments or third parties.
  • Work with relevant stakeholders to help implement and continually improve the Data Sharing Policy, procedures and standards as well as any associated products.
  • Take the lead on development and implementation of complex agreements, overcoming challenges whilst being creative and pragmatic in how the organisation’s data needs can be safely and effectively met.
  • Ensure that all users of CQC data understand and follow the Data Sharing Policy, Procedures and Standards and their individual responsibilities around the processes. This will include accountability for developing and conducting training sessions with colleagues across CQC on the Data Sharing Policy and processes.
  • Work closely and collaboratively across the organisation with colleagues who have responsibilities for data to ensure they continue to take accountability for Data Sharing governance requirements.
  • Work with external organisations to establish working relationships, identifying opportunities for data sharing.
  • Understand, in detail, the legal, policy or ethical constraints that may impact sharing of data, ensuring these are understood and adhered to within agreements.
  • Lead the engagement of external organisations regarding data sharing, negotiate data sharing frameworks and agreements, and manage these agreements through their lifecycle of renewals and terminations.
  • Own the commercial and contractual relationship with third parties where CQC has a data sharing agreement in place and work to establish these relationships where required.
  • Continually work with business stakeholders to ensure the value of data being used and identify where data sharing agreements are not delivering the expected value.
  • Line manage teams, facilitating flexible deployment in accordance with unit priorities.
  • Lead and facilitate multi-disciplinary teams from across the unit to deliver outcomes.
  • Drive and build relationships internally and externally.
  • Assure that appropriate quality control and assurance is undertaken to ensure consistency, accuracy and relevance of unit outputs.
  • Role model behaviours that drive efficiency and quality through continuous improvement and effective change to deliver the Data & Insight operating model.
  • Ensure that the views of the public and people using services are in the design and delivery of Data & Insight services and products.
  • Promote a strong data culture across CQC in line with the organisational data strategy.
  • Stay abreast of internal and external developments in data, policy and advances in digital analytics tools and data manipulation products, ensuring appropriate awareness within the team.
  • Role model inclusive behaviours in everyday interactions.
  • Promote a culture of respect and fairness and understand personal responsibilities around delivering against CQC diversity and inclusion strategy.

Essential Skills and Experience:

  • Educated to degree level or have equivalent professional experience.
  • Expert knowledge of legal and security implications associated with data sharing.
  • Experience drafting, reviewing and finalising of Data Sharing Agreements / Memoranda of Understandings.
  • Detailed working knowledge of key pieces of legislation relating to the use of information - including the:

o             Data Protection Act;

o             General Data Protection Regulation;

o             Freedom of Information Act

  • Experience of identifying, assessing and managing complex risks and issues related to Data Sharing & Security.
  • Experience of developing data management strategy.
  • Good understanding of the principles of information security.
  • Excellent decision-making skills and sound judgement with minimal supervision and able to coach others to develop their decision-making skills.
  • Proven experience in managing conflict and articulating coherent rationales for action.
  • Proven ability to anticipate problems, know how to prevent them and understand how problems fit into the larger picture. Can also develop problem solving capabilities in others.
  • Expert ability to manage stakeholder expectations and facilitate discussions across high risk and complexity or under constrained timescales.
  • Expert understanding of relevant data sources, tools and systems including knowledge of how to influence senior stakeholders in data approaches.
  • Proven ability to tailor communications in the most appropriate and compelling way for the audience (including large audiences) and have experience in leading others to do so.

 

Desirable

  • Knowledge and understanding of the health and care sectors.
