Digital, Data and Technology (DDaT)
The mission of Digital, Data and Technology (DDaT) is to provide the Met with information (and specifically data), communications and technology to help frontline officers and Met staff do their jobs more efficiently, in order to deliver the New Met for London plan. In other words, DDaT is about “passionately delivering trusted technology for precise data driven policing”.
As well as keeping up to speed with developments in technology and making recommendations for new equipment and systems that will help modernise policing, DDaT also comprises the Data Office which:
- Owns and drives the data compliance and analytics agenda.
- Brings together the accountabilities that are currently dispersed across the Met business areas.
- Consolidates and further develops existing Met data and insight services.
- Enables data sharing and collaboration to serve the public and external partners.

Job Purpose
The team operates as an enabling function to validate that Data Office products and services are delivered in line with the appropriate frameworks and legislation.
Data Governance has product owner responsibility for the Data Capability Assessment Framework (DCAF) tool, which is an interactive, proactive and ongoing assessment of data capability, risks and sharing, designed to support the Met deliver its data processing projects and initiatives whilst complying with statutory obligations, and ensure projects do not become vulnerable to external threats.
The team supports management of the Met’s Information Assets, through the Information Asset Register (IAR), in line with the Information Commissioner’s Office, DPA, UK-GDPR and other key policing regulations, ensuring new or decommissioned Information Assets are recognised, identifying and tracking risks aligned to Information Assets, and supporting the Met with projects or change to identify variations to Information Assets and the corresponding actions required.
Data Governance has responsibility for the Open Data Strategy (ODS), which allows the Met to create the broadest possible access to data to engender public trust, enabling others to derive value from that data, and reduce the volume of data requests coming into the Met. Data Governance (taking inputs from across the Met) manage the underlying process to ensure that data entering the public domain aligns to the appropriate standards with consideration of risk, data quality, and data protection responsibilities.
Data Governance own the Met’s Data Principles and Ways of Working to advise on best practise and the standards required to deliver data services across the organisation. The principles exist as a reference to highlight particular standards and expectations when managing data, professionals or capabilities - The principles act as an assurance framework which DDaT use to assess maturity, risk and value-for-money in the use of data.
Key Role Responsibilities
- Custodian of the data capability assurance framework (DCAF) (process and tooling) which assesses the organisations level of data processing and assurance (including Data Protection Impact Assessments),
- Provide insight into performance metrics and compliance of the assurance framework.
- Support the maintenance and sharing of DDaT Data Principles and Ways of Working and collaborating around these.
- Provide guidance on the aspects of legislation that governs the use of personal data, and where required, empower and support Met business groups demonstrating their compliance for audit purposes.
- Manage all data sharing requirements, corporate measures and support of this work.
- Collaborate and input into the Information Asset Health Checks, Information Asset Register and Information Asset Owner Portfolio Group.
- Assist in data protection, information asset and ODS awareness, training both local and Met-wide - supporting data literacy within the organisation.
- Ensure the Open Data Strategy (ODS) Advisory Group maintains the organisational wide view of open data, and the monitoring assuring target aims are met and reviewed accordingly.
- Engagement with all areas and functions across the organisation, as required, to enable effective and compliant capability assurance and information asset management, including but not limited to the Directorate of Legal Services, Commercial, Transformation and DDaT.
- Provide assistance to key stakeholders in relation to data capability assurance requirements, data sharing and associated documentation.
- Build and maintain working relationships across the organisation to fulfil data capability services, IAR and ODS advisory functions, and externally with key partners for effective collaboration (including National Police Chiefs Council (NPCC), College of Policing, and Information Governance for London)
- Supervise the administration of project and business justification reviews to support the shaping of policing priorities.
- Manage the promotion and revision of Data Principles and Ways of Working and Data Governance services.
- Monitor staff skills development, learning, and manage career pathways as part of ongoing performance practises.

Vetting Clearance
For this role the Vetting Clearance is Force Clearance Level, Recruitment Vetting (RV), and National Security Vetting (NSV) Level, Counter Terrorism Check (CTC).

Essential Criteria:
- Understanding and knowledge of the DPA and UK-GDPR.
- Knowledge of FOIA, Human Rights Act 1998, European Convention on Human Rights, Protection of Freedom Act 2012.
- Excellent communication skills with the ability to write in a concise and accurate manner.
- Negotiation skills to navigate project management issues.
- Proven ability to work within a pressurised environment, be resilient and prioritise competing requirements effectively.
Desirable Criteria:
- Experience of working in a partnership/multi-agency environment.
- Awareness of PACE, Common Law, Environmental Information Regulations 2000.
- Knowledge of EU requirements & the Law Enforcement Directive.
- Knowledge of Police Information and Records Management (PIRM).
- Knowledge of associated legislation relevant to data assurance and information asset management.
