How does Infected Blood Compensation Authority see the data landscape changing in the UK in the next five years?

At the heart of the Infected Blood Compensation Authority (IBCA) is a claim service that will support those impacted by the infected blood scandal.

IBCA will need to ensure and maintain a personal and empathetic approach to each claim, making sure that every decision is made with the  involvement of those claiming.

IBCA will also need to consider the current debate over decentralised and centralised data management approaches. We must choose the best system to make sure that information can progress compensation offers and payments as quickly as possible.

Good quality data and proper data management are essential. We must protect people’s identities, accurately represent how infected blood has affected their lives, and prevent misuse of the scheme so compensation is protected for those who are due it.

As the data landscape changes, IBCA will stay true to our values, using new technologies to improve our processes. This will be done transparently with those who are claiming, understanding the direct impact on them and the service they’ll use, and how we’ll retain the highest standards of security throughout.

I’m the Deputy Director for Data at the Infected Blood Compensation Authority (IBCA).

I’ve been part of the Civil Service my whole career, starting in 2016 as a fresh graduate. My time has been spent across different departments in data and analytics roles. The variety of what civil service does and the impacts it has is incredible and what drives me on a daily basis.

I didn’t expect my career path to go the way it has, but that’s the great thing about data, it’s everywhere – even when it wouldn’t seem as obvious.

At IBCA, my core focus is ensuring we’ve the right data infrastructure in place that is safe and secure to enable our compensation service to pay people as quickly as possible, and that IBCA as an organisation is resilient to any type of cyber and information security threat.

I like to think of my team’s work being to create a digital picture whereby our data infrastructure pieces data we have available together and in IBCA’s context, the picture being a person and their claim but also, our organisation and our service excellence.

Although I like to think I still have a fair road ahead of me for my career and therefore lots of time to achieve many things, I’ve had some real highs and successes over the last 10 years. A couple of the ones that stay at the front of my mind are winning the 2023 IT Industry Award for ‘Data Project of the Year’ and the 2022 European Software Testing Award with the amazing efforts of my team at the Department of Education during my time there.

I am the Design and Delivery lead response for the Data Platform – Fraud Squad at Infected Blood Compensation Authority (IBCA), ensuring every claim is verified accurately to protect people and safeguard the integrity of the compensation fund. I am managing end-to-end delivery of the Fraud Product, driving value from inception to implementation through an agile, iterative approach. As part of this role, I am working with strategic partners, including Quantexa, Accenture, and CGI, to unify data and deliver advanced fraud management capabilities, enabling AI-driven decisions for fraud risk investigation and prevention. Collaborating with Advanced Analytics & Intelligence, Data Governance, Fraud Operations and Cyber Security teams, I am responsible for  embedding transparency, trust, security, and regulatory compliance across the claimant journey. I have also contributed to strategic, operational, and digital KPI delivery, working closely with performance analysts and data scientists in the Advanced Analytics & Intelligence Squad to turn data into actionable insights that strengthen IBCA’s compensation service and deliver real impact for claimants.

Beyond delivery, I am contributing to the IBCA People Group, helping to amplify the employee voice, promote equality, diversity, and inclusion, recognize achievements, and translate employee feedback into actionable plans that support IBCA’s People Strategy and drive improvements across the organisation.

With 18 years of international consulting experience, I have delivered high-impact transformation initiatives and AI-driven solutions across legal, financial services, government, media, and energy sectors, for top global law firms (Minter Ellison, Hogan Lovells, Dentons, Smart & Biggar, WongPartnership), major banks (UBS, Citibank, Nationwide), public bodies (TfL, Electoral Commission, ORR), and industry leaders (ITV, GroupM, Channel Five),  leading multicultural, distributed teams across the UK, Europe, North America, Asia-Pacific, and the Middle East to achieve meaningful results.

I also volunteer with Macmillan Cancer Research, engaging in community initiatives to make a positive impact, and outside of work, focus on well-being through fitness, yoga, meditation, and quality time with family and friends.

My whole career I’ve worked in Public Service as I’m very much driven by doing work that makes a real difference to people’s lives.

Initially though I was employed by a private consulting firm I worked in their Public Service division and so had clients that were Government Departments, Public Bodies, Police Departments, and a couple of private sector organisations that served the UK public. I carried out a variety of different roles from testing to solution architecture, business analysis to live support. I then moved into project management and over time more and more of my projects became data related.

As I increased my data skills (and project management skills) and fell in love with the world of data, I was able to specialise in leading data programmes and portfolios, and in March 2020, just as we were all going in to Covid lockdown, moved into the civil service as Lead Agile Programme Managed for Data and Analytics at Department for Work and Pensions. My main focus areas were Advanced Analytics and Data Enablement and also had the opportunity to do a deputy director position in the Data Directorate for a year. During this time I also became a British Computer Society (BCS) Chartered IT professional (CITP).

I recently moved to the Infected Blood Compensation Authority (IBCA) as Deputy Director of Data Management, where I am responsible for IBCAs data governance, and advanced analytics & intelligence. My current main area of focus is enabling data sharing with external organisations to ensure we have the data we need to support compensation claims made to IBCA. I love working closely with operations, and knowing that the work we do in data is absolutely fundamental to achieving our aim of getting our claimants the compensation they deserve.
